Russian President Vladimir Putin declared on Wednesday that Russia will strengthen artificial intelligence (AI) cooperation with BRICS nations and other international partners, aiming to rival the United States in one of the most transformative technologies of the modern era.
Speaking at Russia’s flagship AI conference in Moscow, Putin unveiled plans for an AI Alliance Network, bringing together national associations and research institutions from BRICS nations—Brazil, Russia, India, China, and South Africa—along with other interested states.
“Russia must actively participate on equal terms in the global race for advanced artificial intelligence. Russian scientists are already making significant progress,” Putin said. Inviting global collaboration, he emphasized the importance of cutting-edge solutions in shaping the future of AI.
Challenges Amid Sanctions
Russia’s AI ambitions face significant challenges due to Western sanctions imposed following its invasion of Ukraine. These sanctions have disrupted Russia’s access to essential technologies, particularly advanced microchips necessary for AI development. The world’s leading microchip manufacturers have ceased exports to Russia, hindering progress.
Sberbank, Russia’s leading financial institution and a key player in domestic AI advancements, has taken a leading role. However, Sberbank CEO German Gref acknowledged in 2023 that securing GPUs—critical components for AI innovation—remains one of Russia’s biggest hurdles.
Broadening the AI Network
On Wednesday, Sberbank announced that national AI associations from BRICS members and countries like Serbia and Indonesia had joined the AI Alliance Network. The initiative aims to enable joint research, establish AI regulations, and expand market access for AI products within member states.
This collaboration marks a significant effort by Russia and its partners to shape the future of AI technology and policies, challenging the United States’ dominance while fostering innovation across participating countries.
